In my brother and sister-in-law's backyard. One of the cats had a little leash Both cats had little leashes hooked up to the clothesline. 

More info from Kay in the comments, which I'm posting here:

"Both cats are on leashes and were our beloved pets that were not allowed to roam unsupervised, thus the arrangement you see. They were Ballarat (in foreground) and George Herbert Walker Weasel. So, they were neither neighborhood cats (another's pet) or feral."

We had arranged our vacation so we could visit Hali's sister Margaret at one of her arcane field studies in the Rockies. I'm not sure what exactly was being studied, or what part those hubcap thingies played in the data collection. However, I wouldn't be at all surprised to find out that soil was somehow involved.

In the event, Margaret wasn't able to make the rendezvous so the fellow above acted as her stand-in, explaining the concepts involved to Shawna and Hali. 

So that meeting didn't come off, but we were able to schedule one 26 years later, in Vienna!
